“Why Frack and What is the Risk?  

There is much information in the popular press on what is involved in fracking to produce oil and gas from shale deposits, the processes used and the risks to the environment. Some of it is true, some of it is false, and some of it is merely misleading. As someone who has been involved in the oil industry for over 50 years, is a Professional Engineer, a member of the National Academy of Engineering and the President of The Academy of Medicine, Engineering and Science of Texas which published a report on the “Environmental and Community Impacts of Shale Development in Texas”, Arnold finds it disturbing that so many people have such strong views on a subject they do not understand.

The TAMEST report was developed by engineering and scientific experts in the fields of seismic, land use, air emissions, water use and quality, transportation, and economic and social impacts. The report was peer reviewed by 14 experts from around the country and is available for free download at www.tamest.org. Parts of this report have been quoted by both proponents and opponents of shale development.

This presentation begins with a brief discussion of what is involved in producing oil and gas from shale rock rather than from conventional reservoirs and then relies on the TAMEST report to explain the impacts on communities.

Kenneth E. Arnold, P.E., NAE, Senior Technical Advisor, WorleyParsons 

Kenneth E. Arnold is a part-time senior technical advisor at WorleyParsons and at Oxy Oil and Gas as well as providing an independent consultant to the oil and gas industry through K Arnold Consulting, Inc. In 1980 he left a 16 year career at Shell to establish Paragon Engineering Services in Houston. In 2005 Arnold sold the company to AMEC plc, a U.K.–based international project management and services company, and he retired from AMEC in 2007.

He is co-author of two textbooks, several chapters in technical books, and more than 50 technical articles on production facilities design and safety management. Arnold has been active in the Society of Petroleum Engineers as the first technical director of Projects, Facilities and Construction, Vice President of Finance, editor of the facilities portion of the Petroleum Engineering Handbook, and a three time distinguished lecturer. He is a member of the National Academy of Engineering and the National Academy of Construction and is a past President of The Academy of Medicine, Engineering, and Science of Texas. In 2013 he received the Distinguished Achievement Award for an individual from the Offshore Technology Conference.

He received his Bachelor of Science in Civil Engineering from Cornell and MS in Civil Engineering from Tulane.

Detailed campus maps are available on the web at http://www.rice.edu/maps/. The Ley Student Center is located in the central part of Rice campus. The Central Campus Garage, which is the closest parking facility, is located to the across the street from the Student Center.

In the possibility the underground parking is full, the second closest parking is the West Lot. Continue down the Laboratory Loop Road to the stop sign. The campus also offers a bus shuttle that runs about every 15 minutes as it loops the campus.
